Can a attorney file a tort in a state he or she is not licened in?

Attorneys who are licensed in one state can be admitted in others "pro hac vice", which essentially means for one particular case at a time. Normally this would be done after the case is filed, but in some states the pro hac vice application might be accepted along with the complaint.
Additionally, a lawyer can file a lawsuit on her own behalf in any state as a pro per litigant, just as non-lawyers can do.
