Considering the California State debt, does the U.S. Constitution provide the ability to revoke statehood and if so, what are the requirements?

To do so would apply a whole new level of accountability of elected officials and voters that if their elected government operates incompetently, then voters could loose statehood.

No. The Constitution does not permit any state to leave the Union, nor does it provide a mechanism by which any state may be forced out.
