After 8 months of no contact, contractor is now billing me for work not completed. Should I pay?

You should never pay for work not performed. However, depending on the details of why a project was not completed, a contractor may be owed payment for the value of the work that WAS completed. If you had to pay another contractor to finish the work, the first contractor may also owe you money, which might cancel any balance due the contractor. In short, it's too complicated to answer in an internet Q&A format.
