Bathroom remodeling

Is a licensed contractor required to perform a minor bathroom remodeling, i.e., stripping wall paper, replace plumbing fixtures, etc.?

I assume this is a residential project because not many commercial projects use wallpaper in the bathroom.

The contractor must be licensed UNLESS acting as an employee of the homeowner, who is running the project.

If the person doing the work is acting alone, making most of the day-to-day decisions, using his own tools, etc., then that person looks more like a contractor and less like an employee.

If it turns out that the person really is acting like a contractor, then that person needs both (i) a current contractors license, and (ii) a written contract conforming to the legal requirements of Business & Professions Code section 7150, et seq.

Business & Professions code 7048 provides that a contractor's license is not required if the total cost of the project is less than $500.00. Note that the job cannot be broken up into bits and pieces, each of which are less than $500.00. DO NOT PAY UNTIL THE WORK IS COMPLETED TO YOUR SATISFACTION SINCE YOU HAVE NO RECOURSE IF THE "CONTRACTOR" TAKE YOUR MONEY AND FAILS TO COMPLETE THE WORK!!!
