Legal Question in Construction Law in California
I have blue prints for concrete footings. the notes state that the designed footings are not to current code. The general contractor wants me to go ahead and do the work, I need a release of liability form so as not to be held responsible.

There is no form that meets your requirement. You shouldn't do the work, as it is a violation of state licensing law to knowingly do work improperly. Even if you got a waiver and release from the general and the owner, you would be subject to liability to subsequent owners for ten years.
