We bought a brand new home in in Plumas Lake, California in 2007. Recently we discover a leak in our masterbedroom closet. We are not sure if it is from the upstairs bathroom or the roof. Is the builder still liable?

Yes, the builder is liable for "latent" defects for up to ten years.
Yes. There is a warrantee that comes with new homes. However, if you just tell him that, he will probably not roll over and take care of it. You may need an attorney to represent you, and hopefully have a remedy provided by sending him a proper attorney letter.
