Legal Question in Construction Law in California

We bought our home almost 7 years ago. This home was made over 30 years ago, along with an RV carport. No permit was either required or obtained 30 years ago, even after the City placed property line markers surrounding the property (they had to have seen it). Recently, we reported a 'neighbor' committing crimes who in turn reported this RV carport not being permitted (we had no idea it was never permitted). We are trying to take steps to get it rectified, but a contractor had mentioned to much times has elapsed for the City to demand a permit on something that has been there for over 30 years - is this true?

If you can confirm that no permit was required at the time it was built (which is doubtful, really, since permits were required for construction of that sort in every city I know of in 1983) then the City cannot now ask for permitting. If, however, a permit was required at the time of construction, the City has every right to require post-construction permit compliance.
