Who is financially responsible for a new building that has yet to recieve certificate of occupancy, the General Contractor or the Owner?

It's not clear what you mean by "financially responsible."
Do you mean responsible to third parties for injuries, who's insurance pays for fires, who pays for inspections, etc. etc....?
