Legal Question in Construction Law in California

In California, A contractor has a license that shows as valid, however the RMO disassociated himself from the company 2 months ago. They are facing suspension if the RMO is not replaced in the next few weeks. They state no employees and have no Workman's Comp. This company has won 3 public works bids in the past week. At least once, listing his former company as s sub-contractor. That company has a Suspended license. Question: Can this contractor legally bid and be awarded public works projects while having no RMO and facing suspension for not replacing said RMO?

No. This is grounds for bid protests by the next lowest bidder, although the time to do so may have lapsed. In any case, any competitor can and should call this to the attention of the public entities involved.
