can a california contractor perform work in oregon?

This question needs to be resubmitted as an Oregon question - California-trained lawyers are unlikely to know. My guess is that it will require obtaining or arranging to work under an Oregon license.

Sure they can, but they would be working as an unlicensed contractor. Mr. Whipple is correct that you need to ask Oregon attorneys what the consequences of that would be. In California they are very severe.
