Legal Question in Construction Law in California

In California, property owners should file with their county a notice of completion for their construction projects. Where can I get the current form for Santa Clara county? Do I need to have the notice of completion form notarized before submitting the notice of completion with the county? Who do I need to serve the notice of completion? The general contractor? His sub contractors? His employees? do I need to have proof of service before filing the notice of completion with the county? in summary, I need help in terms of the steps I need to take before going to the county office. thanks

There is no particular form for Santa Clara County other than a recorder's cover sheet (which you can likely find on their website or the internet). A notice of completion is a fairly standard document. Here is a link to a form that contains the updates enacted in to law as of July 1, 2012: http://www.firstam.com/assets/title/ca/blank-documents/notice-of-completion.pdf

A notice of completion does not need to be notarized but does need to be verified under penalty of perjury. It is not required to be served on anyone but it might be good practice to do so unless you're hopeful that the GC and any subs will blow their lien deadlines.
