construct repair notifications

I really need a form in which I can pass out to my neighbours informing them that I am doing repairs on my house and they are resposable for protecting there owne persional property.

There is no such "form". You need to draft a letter to them or hire an attorney to do that for you if you prefer.

In addition if your work or any vibrations from work being done or other negligence causes their "personal property" to be damaged the form or letter will probably do nothing to protect your interests. You need to make sure that your contractors or whoever works for you indemnifies you against damages and also issues additional insured endorsements to protect you better in addition to other options under your particular circumstances.

Notifying neighbors of planned construction work is a nice, decent thing to do, and in some cases it might actually help in your defense of a suit for negligence that you had notified them. But in general you can't absolve yourself of liability by sending out notices. You need licensed contractors with the experience to avoid dangerous situations and with insurance to protect them - and you - if an accident does happen. You should also review the liability coverage in your homeowner's policy.
