Can I file a claim against a builders
general liability insurance if he damaged
my home?

Insurance policies indemnify only insureds. If you make a claim against the general, the general should notice his insurer on the claim. On the other hand, if you were made an "additional insured" under the general's policy for this project, which is a good practice, then you could also notice his insurer on this claim, as an additional insured. I would also make the above claim directly against the general.
