Legal Question in Construction Law in California
A contractor took over $20,000 from me and never finished the job. He doesn't call me and does not answer phone. He responds to text messages only.

......and what do his responses say? Has he done $20,000 worth of work, or was the $20K the total price? Have you tried visiting him at his business address? I presume you have a written contract and that he is licensed and bonded; if so, I suggest you go to the CSLB web site at www.cslb.ca.gov and look him up, particularly the bonding information. Then follow the complaint procedures on the CSLB Web site.
