Legal Question in Construction Law in California
A contractor from Texas has a project here in California. He is "demanding" I provide a full insurance certificate listing both the General Contractor and the Owner as Certificate Holders BEFORE he will "allow" me to provide a quote for the project. I now have no intention of doing work with him.
Is there a law or code in California to protect contractors against such a thing? I would enjoy being able to make him aware of such law or code.
If I did as he wanted, he could file a claim on my insurance, even if I never once stepped foot on the job.

No. There is no such law. And although this is an unusual request, an additional insured certificate would not entitle them to make claims on your insurance for anything unrelated to you. You should contact your insurance agent or carrier for clarification of what an additional insured certificate means and its legal effects.
