Legal Question in Construction Law in California

I am (was) an employee for a California contractor. I am owed about $16,000 + in wages. Years ago when I was a licensed contractor I recall there being information in the test that said if an employee did not get paid, he could file a stop lien that would require all trades to stop working until payment was made by the general contractor. How would I go about doing this?

I think your referring to a stop notice but that only applies to public works contracts. I'd suggest you start by contacting the CSLB about your contractor.
