As a contractor what is the difference between the 2 Public Contract Codes for California

PCC 10263 & PCC 22300

The question is extremely broad in nature. One applies to state agencies primarily and the other to local agencies. That is the main difference although I did not analyze all of the specific language of each statute. Perhaps with a more focused question and background information I can be of more assistance.

I have looked at both laws and find small differences in the text. The legislative histories of each are different as well. I think, but am not sure, that 10263 applies to "state agencies" and 22300 applies either to "local agencies" or all public agencies. I infer this from some broad-brush statements made in a CEB practice manual on contracting disputes that states which sections of the PCC cover contracts with state agencies and which cover contracts with local agencies (or ??? all public agencies whether "state" or "local").
