where do i find the form for a "stay" on "jessicas law", and how do i fill it out?

This is a criminal law question, not a construction law question. I would venture to bet, however, that there is no such form. You would have to file a motion or some other pleading that would be drafted specific to the issues you want to raise, and depending on what provisions of Prop. 83 you wanted stayed.

The only kind of "stay" that I know about in connection with Jessica's Law (Prop, 83) is that one or more California judges have issued rulings that portions of the law were overbroad and thus unconstitutional, and the Court of Appeal has subsequently "stayed" the effect of the lower court rulings temporarily. This kind of "stay" is generated within the judicial system and is not something for which you can fill out a form, nor if there were a form, there's no one you could hand it to for action. If you have some other kind of "stay" in mind, I don't have any information.
