can i i as a handyman charge 450.00 per day to work on a house that is being completely renovated if i work on different projects everyday

Not without violating the contractors license law. They would have to be pretty stupid if they hadn't blocked that loop hole. You can't break a project up into parts at under $500 each to evade the law. If you don't have a license you have to work as an employee of a licensed contractor.
