Can a handyman do multiple jobs on the same property as long as each job is less than $500.

Ony if the jobs are sufficiently separated in time and in substance so they are not part of a plan to subvert the law by subdividing a large job into smaller ones. Separate contracts at $495 each to paint a house room by room, week by week, would be obvious cheating, for example.
