Handyman did a small job for me valued at $238.60. He wants cash but wont give me a receipt and wont sign a lien release. I want to pay him. Help. He said I will owe him daily pay for every day we disagree over this. What can I do to make him take my payment and go away?

He is wrong. Once you offered to pay him then the matter was resolved if you had the means to pay him right then. Moreover, his measure of damages is interest and not a daily wage. He wants cash so that he does not get caught in not reporting it on his taxes. Mail him a check with a note saying it is full payment of the amount owed [put on the check "in full payment"] with a receipt and SASE for him to return it -- which he probably will not do].
