Legal Question in Construction Law in California

I hired a contractor to do several jobs on a house in California. He agreed and wrote a proposal. What could have been done in about seven days is in its fourth month now. Lots of excuses about being too upset to work etc. This is a rental house. I cannot continue to wait and wait and lose rent. I have to pay mortage. I flew to L.A. when he said painting was done. It was only started. Now he has about $2000.00 that is not on the house. Some jobs paid for and some what he put in the cart in Home Depot that is not on the house either. No straight answers. Just absolute promises that he will be done Monday. All lies. How long must I continue this? I need my house fixed and rented. I also need the money he stole from me.

Sincerely, Karen
