if a homeowner wrongfully terminates your contract and continues the work on his residence under terminated contractors permit for 2 years is that allowed

Well if it was "wrongful" then of course it is not allowed. If it was so "wrongful" however, why haven't you done anything about it? As for the permit, it belongs to the property, not the contractor. It is a permit to do something to the property. Anyone can do it.
