Do I need a license in California to do consulting for home owners who are remodeling their homes?

Probably not, but "consulting" could embrace a lot of licensed occupations depending upon the subject matter and type of questions you are addressing, possibly including the areas of licensed professions such as contracting, real estate or even law. (I'd add interior decorating to that list, but I don't recall at the moment whether they are required to be licensed in California.) If you can qualify for and obtain a license in the professional area most nearly paralleling what you'll be doing, you'll not only have some legal protection against claims of practicing without a license, you may have enough additional prestige to charge a bit more.
