Does a material supplier need a judgement to file a claim against a contractors licence bond?

You may not need a judgment to file a claim, but the bonding company will have requirements for proof of the legitimacy of any claim filed. It will be easier to meet them if you have a judgment. Also, the judgment gives you alternatives for collection.
