can one neighbor change or alter the appearance of a common fence without the consent of the other neighbor ?

It may depend on the type of alteration that was done. Shared fences are generally the equal responsibility of each neighbor. Changes should be agreed upon. But, one owner can probably do whatever he or she wants to his side of the fence as long as it does not cause damage to the other side. Also, some cities require a written agreement from all affected neighbors before changing boundary line fences.
