Does an owner have any remedies against a licensed general contractor for using an unlicensed subcontractor for the work, or is it okay for the general to use unlicensed subs?

A general contractor may not, and should not, pay an unlicensed subcontractor. A general contractor may recover on a mechanic�s lien against an owner, but only after deduction of amounts due an unlicensed subcontractor. In addition, the Contractors State License Board (CSLB) might look at suspending the general contractor's license, if the general contractor knowingly hired unlicensed subcontractors.

What the contractor has done is seriously illegal. Contact an experienced construction attorney about it right away.
