When a personal vehicle is damaged at a construction site by a bobcat who is responsible for the damages?

Generally, the person (or his employer) operating the bobcat would be responsible. But if the vehicle was parked in the contsruction zone and the bobcat operator could not avoid it, the person who owned/parked the vehicle could have some (or even all) responsibility.
