Legal Question in Construction Law in California

I am a sub-contractor and I have one particular material supplier that regularly delays providing lien waivers on jobs for which I have already paid them. I find this particularly frustrating and I was wondering if there is any wording in the law to help me get these waivers in a timely manner.

I haven't looked at this in a while, so I am not sure about this, but if you look at the civil code sections covering the lein waivers, I'm pretty sure you are allowed to require a conditional lien waiver in exchange for payment. If it's not in the code, you should put it in your contracts that they have to submit a conditional waiver with each progress payment and final payment request.
