Swimming pool decking
Is it normal for the concrete decking to have 5 different cracks in it before 25 days, and chip easily on corners, if so will sealing deck stop this or is material faulty or soft?

This is probably more an engineering question than a legal question, but as a lawyer with a degree in engineering, I would say the cracks are not normal and the easy chipping, while it might just be a sign of slow curing, isn't usual; the whole thing taken together suggests improper mixing, dirty water or aggregate, improper compaction of the sub-bed, failure to provide additional moisture during the early stages of curing, or some combination of these problems, and my amateur's hunch is that sealing won't stop it; if lack of moisture to complete the setting of the concrete is the cause, it would more likely make the problem worse. You need a written opinion from a concrete expert, with a camera, at the earliest possible date.
