Advertising false prices

Agent of a builder in one family home community continuously advertised less (false) prices for first release of family homes. They kept buyers waiting, telling that they are yet to get some city permits & the prices would not change for first seven buyers. When they started releasing homes they set $9000 above their advertised price for all buyers. I personally got affected as I passed offers from other builder agents meanwhile comparing against the prices they were advertising. I was among those first seven buyers. I was told day after day they would honor first 7 buyers offering their first listed price. But now they say they can't but increase the price. They advertised prices which never realised. They put 'prices are subject to change' on their papers. But they gave misinterpretation that prices would increase from release to release not at the very first relese.

Do you think that it is a violation of law & I should be offered the very first price they advertised?

Any of the builder's representations to you or the first 7 buyers in writing? Do you have any of the advertisements?
