AT&T late fees

For phone/long distance, they have been charging a flat $10 late fee for invoices not paid by the due date no matter what the bill amount--name removed--30 to $300. Is that legal? Does CA have a law for max amount a company can charge customers for late fees, like 1.5%? For a $30 bill--name removed--10 is a 30% late fee? Is that legal?
