Shop keeping car hostage for unauthorized work performed on car. What are my options?

Sue them for injunctive relief and/or damages. You should retain legal counsel ASAP to remedy the situation before it gets worse.

If the shop holding your car hostage is in Tehran, Iran and you are the President, consider retaliatory airstrikes. Otherwise you can complain to the Bureau of Auto Repair and/or take them to small claims court.
