You probably write a letter asking resolution to your claim first.
Take a look at the contract for the card. Looking at the one online it has very specific procedures in filing the arbitration. In following the arbitration procedures they willmoay costs assuming you brout it in good faith, if you did not you may be stuck with all the arbitration fees. The Walmart contract requires the arbitration to follw the Federal Arbitration Act and where needed follow UTAH law as that is the choice of law provision in the contract...
