Legal Question in Consumer Law in California

After my brother lost his job, he stayed with me for a couple of weeks and I told him he could use my address to forward his mail. Now Southern California Edison has transferred his unpaid balance to my account. I am sending them some information proving that I have lived in this home for over seven years but I want to know if there is a specific law I can point to stop them from doing this.
