cable overcharging
For the last 12 months I was paying for cable service at a higher rate than agreed the Cable company does not want to refund the extra money that i paid it will only refund 6 moths worth and they say there is no law that says that they have to pay me back any over charges is that right? does anyone know of a law california law that disputes that

You have a contract. That is all that is required. Go to small claims court.

If they are doing this as a regular practice, it sounds like it is an unfair business practice and could be part of a class action suit depending on the numbers of customers with whom a similar issue has occurred.
Also, do you have correspondence in writing from them regarding their "policy" of not refunding overpayments until 6 months of overpayments have been accrued? Is this a small cable company or a large one?
