Why are California residents legally prohibited from winning prizes in certain contests.

The California State Legislature considers the state's inhabitants too dumb to be allowed to decide for themselves which contests to enter. Either that, or the lawyers for the company sponsoring the contest looked up California law and decided it's too much hassle to comply. Or both.

Or the contests constitute illegal gambling or lotteries under California law, and so the sponsors avoid committing a crime by prohibiting entries from California.
