what legal ramifications are there to a car dealership who claimed to have used new parts and never did?

You may bring a lawsuit alleging violations of the California Consumer Legal Remedies Act, which is Civil Code Sections 1750, et seq.

There are procedural prerequisites to bringing the suit. You can read that statutory scheme and decide for yourself whether you need a lawyer now, or whether you can send the required notices yourself. You should, however, hire an attorney to sue. Attorneys fees are recoverable by statute.

Whatever you decide, please document the used parts now. Take pictures. Get opinions from other mechanics. Whatever proves that used parts were used when you paid for new parts.
