If I bought a car from a third party and was allowed to make payments on the car, once the car is paid who is responible for get the car smogged

Assuming the car needs to be smogged at all, it should have been smogged by the seller at time contract was entered into, or within 90 days before that. See http://www.dmv.ca.gov/vr/smogfaq.htm#BM2537

Under CA law, the car must be smogged by the seller even before it is sold.
