a car shop employee took the clients car and crashed the owner said he is not responsable what steps do we take

I agree. If the facts are as you state, both the owner and employee are responsible. The owner should have insurance that will cover the claim; perhaps the employee will too. The quickest way to handle this would be to file a claim in small claims court.
