If a car shop gives you an estimate but then find other problems, is it legal for them to fix those problems without calling the car owner and asking for permission and informing the owner of the extra cost?

It is as long as the cost is within their estimate.
It is not legal if their cost is greater than their estimate. If the telephone number you gave them was a cell phone, you can sue them in small claims court, and you can show the court via your telephone bill that there were no calls made or received giving the car shop permission to do the further repairs and thereby increase their estimate.
The small claims adviser can assist you towards that end as long as your claim is under $7500.
