A used car that has been unable to go a week with out repairs

My brother bought a 1996 Tahoe and not even 25 miles into his purchase the transmission goes down. 4 or 5 days later his Tahoe (Chevrolet) refuses to start. It is discovered by the mechanic that there have been modifications to the fuel pump relay as to avoid using the computarized circuit system. The electric battery was connected directly to the fuel pump and this is apparently not the way its supposed to be. This vehile clearly has many problems that may have been hidden from my brother at the time of purchase.

Can he take any kind of legal action to get a working vehilcle or simply getting his money back?

PS The car did no carry a guarantee but it has only been about a month.

it would be an uphill battle but he might be able to argue fraud.
