A dealer is unscrupulous if they are indeed selling you a salvage car since it comes with so much risk later on for them. As is means as is to all know defects. Thus they have zero incentive to inspect it.
You shouldn't buy it. If you really want it then hire your own mechanic to look it over. You should check the airbags as they are probably missing. This is common in salvage cars and most people or their families of those who died find this out after their car accident and their hospital/morgue visit.
