Cell phone bill
I purchased a cell phone for my daughter which she in turn lent to a friend, with the agreement that he would pay all charges that he incurred. The friend ran up over $700.00 worth of charges in 2 months before I turned off the service.
Can he be held legally responsible for repaying me?
Is this worth filing a small claims court action?

Someone can be held liable. The question is who? If your daughter's friend is not an adult, his parents would be responsible. If the friend is an adult he would be responsible.
And, yes, this is a perfect case for small claims court.
