i am being charged for trash bins that i do not have.they picked up the bins back in 2008 and i am still being charged as of today. how can i get them to stop charging me for the trash bins and refund my money?

Simply go talk to the trash collection company. Simple.

The trash company will tell you that by local ordinance you are required by law to pay for trash collection. If you fail to pay, your bins can be picked up, but you remain liable for the charges every month or other billing cycle. Every city and county in the state that I know of has such an ordinance.
