Legally what can I do if someone was buried in a prepaid plot at a cemetery?

You can correspond with the cemetery and find out what it intends to do to rectify the situation. I believe Mr. Stone didn't quite understand what you were asking. If the cemetery is unwilling to make good to your satisfaction, consult with an attorney with your contract in hand.

You could go over there from time to time and put some flowers on the grave, or a couple of pebbles on the gravestone if they're Jewish.
