consumer fraud
I signed up for month-to-month at a tanning salon which illegally forged the contract changing the terms, after I signed. I never received a copy of the original contract. The company has since continued charging me monthly on the basis of this contract. There are at least 40 other people who have had the same thing happen to them. The salon is a one-man business with few if any assets (hence attorneys will not take the case on contingency) and the salon is also not a registered business with the state of california (practicing business illegally). It seems the state does not have any bureaus to handle something of this size and I've yet to find an attorney who can take the case on since they believe the company will fold when sued rather than paying up. I would like to know who I should contact. I've already filed complaints with the better business bureau (the salon has an F rating) and I don't want to expose myself without an attorney since the owner has been known to make other fradulent charges when people try to take action against him (like filing complaints with the state or threatening to have their credit card withhold payment). Please help!

How did they change the terms after you signed? That is kind of an important fact and yet it is not clear from your post.
How do you know he has done this to 40 others?
I suggest that you contest the charges with your credit card company and then sue him in small claims court.

Write a letter to Attorney General Jerry Brown. And don't sign contracts unless you get a copy. By that I mean don't let go of it until you get to the xerox machine.
