Consumer Law and the Internet

Does Consumer Law apply to online services, such as blogs? Specifically, an online blog is headquartered in California. If they make a change in their policy or interpretation of their Terms of Service (ToS) without actually changing their ToS, are they obligated legally in the state of California, where they�re located, to notify their customers? Furthermore, if they are subject to California consumer law, must they offer refunds to those who purchased accounts under the old ToS and do not consent to the changes?

This is a california question, I think. You need a CA licensed attorney to answer it.

Also- what good or services are you purchasing from a blog? If you are not purchasing goods or services, then I cannot think that they are subject to CPA laws, but more general contract law.
