Cost of medicine not disclosed prior to or upon receipt of shipment

Under my old health plan cost of growth hormone was covered 100% by insurer. Employer changed health carriers and a 30% co-payment now applies to this type of medicine. While pharmacy had previously advised that old carrier covered 100% of cost, they did not notify me regarding new carriers co-payment. They shipped 30 day supplies in aug, sept and oct. On 11/8/02, the finally sent me a bill advising that my co-pay for the drug was $714 for EACH shipment. Today another shipment arrived. No invoice sent with any shipments. I have 4 unopened FEDEX boxes that the pharmacy advises I can not return due to Federal law. Is it legal to ship and sell a product with out disclosing its cost?
