what's covered under full life time warranties

i own a 95 300zx which had paint chipping/peeling off the front bumber cover. i had it repainted at a national chain which did a horrible job because the same thing happened 6-8months after. i brought my car into a ''reputable'' autobody repair for an unrelated matter( a rear fender bender). during the estimate, the representitive told me he could fix the front and the back. he assured me i would never have any problems again, and if i did, the warranty read ''all work by (theshop) is guaranteed for the life of the ownership of this vehicle''. two years later the front is again chipping/peeling. i've had multiple discussions & they state it is not their problem because it is the paint beneath their paint that is the problem. my contention is that why did they willing paint over bad chipping paint? at the request of the owner, paint distributor for the area was brought in for advice agreed it should not have been repainted over without fully stripping the old paint. after this last meeting the owner offered to fix it if i paid an addition $600. do i have a chance to make them do the job correctly without having to pay out of pocket?
